New CAP data collection systems for environmental and social results

This will help better address sustainability challenges thanks to increased data knowledge on EU agriculture. The FADN is a unique annual source of microeconomic and accountancy data from more than 80 000 EU farms. It monitors farm incomes and business activities to help understand the CAP’s impact. This data is instrumental for economic analyses on EU agriculture, as well as for supporting sound evidence-based policymaking. Reflecting the CAP’s evolution towards more environmental and social policies, the future FSDN will add sustainability data on environmental and social matters to its economic analysis. In addition to collecting new data, the system will be modernised to increase data sharing. Auditors question the outcome of the EU’s Community-Led Local Development approach

The EU Code of Conduct on Responsible Business and Marketing Practices in Food is a key element of the Farm to Fork Strategy and signatories to the code have almost doubled during its first year of operations. Such commitments include promoting healthy and sustainable diets by reducing the sugar content of products and improving resource efficiency via reducing greenhouse gas emissions along the value chain. The European Commission has now launched a study to map companies’ commitments and the areas they cover in order to better visualise the efforts made by the food industry and where it is on the road to sustainability. The findings of the mapping study of the 2021 reports will be available at the end of this year. Executive Vice-President Frans Timmermans said: “Food production and consumption is one of the main causes of climate and biodiversity crises. I therefore encourage all companies to adhere to the Code of Conduct. Elektrische steps: nieuwe regels voor veiliger verkeer

Vandaag is de nieuwe regelgeving voor dergelijke vervoermiddelen van kracht. Leeftijdsgrens, verboden op het trottoir, parkeerregels: hier vindt u alles wat er vanaf vandaag verandert. De onderstaande nieuwe regels zijn van toepassing op alle gemotoriseerde voortbewegingstoestellen, d.w.z. alle motorvoertuigen met één of meer wielen met een door de constructie bepaalde maximumsnelheid van 25 km per uur. Daartoe behoren niet alleen elektrische steps, maar ook monowheels, elektrische skateboards, elektrische rolstoelen, enz. Gebruikers van elektrische steps gelijkgesteld met fietsers Voortaan worden gebruikers van elektrische steps of andere gemotoriseerde voortbewegingstoestellen gelijkgesteld met fietsers, ongeacht de snelheid waarmee ze zich verplaatsen. Ze zullen dan ook steeds de regels voor fietsers moeten volgen. Concreet betekent dit dat ze gebruik moeten maken van de fietspaden of op de weg moeten rijden, en dat ze dus niet langer op het trottoir mogen rijden. Er zijn echter uitzonderingen voor personen met beperkte mobiliteit die gebruik maken van gemotoriseerde voortbewegingstoestellen die uitsluitend voor hen bestemd zijn, en die zich stapvoets verplaatsen: zij worden gelijkgesteld met voetgangers. In voetgangerszones wordt met verkeersborden aangegeven of fietsers (en dus ook elektrische steps) al dan niet toegelaten zijn. Zo ja, dan moeten zij stapvoets (5 km/u) rijden en altijd voorrang verlenen aan voetgangers. Verbod onder de 16 jaar Omdat het gevaarlijk kan zijn dat kinderen of jonge tieners met een elektrische step aan het verkeer deelnemen, is het gebruik van de elektrische step voortaan verboden voor personen jonger dan 16 jaar. Al zijn er wel uitzonderingen: in woonerven, erven, voetgangerszones (als fietsers er zijn toegelaten), speelstraten en op voorbehouden wegen. Geen passagiers vervoeren Steps zijn niet erg stabiele toestellen: met z’n tweeën (of zelfs drieën!) op één step is dan ook gevaarlijk, vooral in het verkeer. Daarom is het voortaan uitdrukkelijk verboden om op een elektrische step passagiers te vervoeren. Nieuwe parkeerregels Wie is er nog nooit geconfronteerd met steps die midden op de weg geparkeerd staan en zo de doorgang voor andere weggebruikers belemmeren? Om dit probleem te verhelpen, zijn er aangepaste parkeerzones en zones met parkeerverbod voor elektrische steps, beide aangeduid met specifieke verkeersborden. Op plekken zonder specifieke signalisatie blijft parkeren op het trottoir toegelaten, op voorwaarde dat het toestel de doorgang voor andere weggebruikers niet belemmert. ENRD Workshop on Implementing the CAP Green Architecture

The European Green Deal includes environment and climate targets set by the Farm to Fork Strategy and the EU Biodiversity Strategy for 2030, such as reducing chemical pesticide use by 50%, reducing nutrient losses from agriculture by 50%, increasing organic farming coverage to 25%, and at least 10% of agricultural area containing high-diversity landscape features. The CAP Strategic Plans must demonstrate and explain how they will contribute to those targets, dedicating at least 25% of their direct payments budget to eco-schemes and at least 35% of EAFRD funding to environment, climate and animal welfare interventions. The meeting primarily aims to explore approaches and possible solutions for maximising environmental and climate ambition through the range of interventions Member States are planning to use within their CSPs. Key actors such as Managing Authorities, Paying Agencies and other relevant national experts involved in the drafting and implementation of the CSPs are the target audience. Aims Discuss key issues faced relating to the design and future implementation of conditionality, eco-schemes and EAFRD-funded agri-environment-climate interventions, and how to overcome them, to inform the fine-tuning of the CAP Strategic Plans to enable their effective implementation. Present and discuss approaches to designing conditionality, eco-schemes and EAFRD interventions in synergy, to address key environmental, climate and animal welfare challenges. ‘België viert feest’: groots concert en vuurwerk in het Jubelpark

Na twee moeilijke jaren door de gezondheidscrisis, leiden de vieringen van de nationale feestdag 2022 een terugkeer naar het normale leven in. Nieuw dit jaar is echter dat de hele bevolking uitgenodigd wordt voor een groots gratis concert in het Jubelpark in Brussel. Which European cities have the best air quality? — European Environment Agency

Cities are ranked from the cleanest to the most polluted based on average levels of fine particulate matter (PM2.5). The data behind the ranking was collected from over 400 monitoring stations across EEA member countries over the past two calendar years. From 2020 to 2021, air quality was good in only 11 cities, meaning that levels of PM2.5 were below the World Health Organization’s (WHO) health-based guideline for long-term exposure to PM2.5 of 5 micrograms per cubic meter of air (5 μg/m3). The guideline was exceeded in 97% of the 343 European cities included in the viewer. In contrast, the European Union’s (EU) annual limit value for PM2.5 of 25 µg/m3 was only exceeded in the three most polluted cities, including Nowy Sacz, Poland, and Cremona and Padova in Italy, highlighting the difference between the WHO guideline and the EU standard. The European city air viewer can be used to check how the air quality was in European cities over the past two years. The viewer focuses on long-term concentrations of PM2.5, as long-term exposure to air pollution causes the most serious health effects, and PM2.5 is the air pollutant with the highest impact on health in terms of premature death and disease. More information and link to European City Air Quality Viewer Mixed progress in meeting EU emission reduction commitments Under the National Emission reduction Commitments (NEC) directive, EU Member States are required to meet national commitments to reduce emissions for five air pollutants in order to deliver clean air for human health and the environment. Under the Directive, the year 2020 saw a transition to a new, more ambitious set of national emission reduction commitments. In 2020 (latest available information), just under half of Member States met all their national emission reduction commitments according to annual EEA report released today, which looks at Member State progress in cutting key air pollutant emissions. Based on the analysis of the data provided by Member States and not yet fully checked by the Commission, the report found that the biggest challenge remains reducing emissions of ammonia from agriculture, with 11 Member States needing to cut their emissions levels. Only 13 Member States met their commitments for each of the five main pollutants (nitrogen oxides, non-methane volatile organic compounds, ammonia, sulphur dioxide and PM2.5). Fourteen Member States failed to meet their emission reduction commitments for at least one of the five main air pollutants. The EEA analysis is based on the latest air pollutant emission inventory data, as reported by Member States in February 2022. FarmDemo policy dialogue and conference: Sharing innovation for sustainable agriculture

Circularity can enhance greenhouse gas emission savings when renovating Europe’s buildings — European Environment Agency

Embedded emissions, which account for emissions released from the extraction of natural resources and their processing to building materials, make up almost a quarter of the life cycle emissions of the current EU building stock. The EEA briefing ‘Building renovation: where circular economy and climate meet’ analyses the benefits of using circular economy principles in Europe’s renovation wave, which means keeping materials and products in use as long as possible and efficiently reusing or recycling all waste. According to the EEA briefing, avoiding the use of new building materials holds a great potential for climate change mitigation. The most effective circular renovation actions to save CO2 emissions and material use include extending the lifespan of existing buildings, for example through repairs and retrofitting instead of demolishing, and using buildings more efficiently, for example by making spaces multifunctional. These actions would reduce demand for new construction, which requires much more materials than renovations. Moreover, ambitious circular renovation strategies, such as using materials that are recycled or designed for disassembly, could cumulatively reduce approximatively 650 million tonnes of materials and save substantial amounts of CO2 from 2022 to 2050, if the strategies are implemented through renovating the EU building stock. EU action on buildings The European Commission is currently developing an EU Roadmap for the reduction of whole life carbon of buildings. Life cycle emissions are also addressed in proposals to revise the Construction Products Regulation and the Energy Performance of Buildings Directive.
